The Royal Papua New Guinea Constabulary (RPNGC) is pleased to announce the commencement of training for the second batch of police recruits on September 24, 2024. The first batch of 217 recruits passed out from the Bomana Police College on May 24, this year and have taken up their positions in respective provinces around the country.
Following the 2023 recruitment, a total of 256 candidates were initially shortlisted for this second batch. However, 14 have since declined their offers, leaving 242 confirmed recruits set to undergo the nine-month training program at Bomana Training College. Among the confirmed recruits, 32 are females, reflecting the Constabulary’s ongoing commitment to promoting gender equality in law enforcement.
481 applicants had met the eligibility criteria during recruitment, however the limited capacity of Bomana Training College required the division of recruits into two batches. The first batch successfully completed their training and graduated this year, and the Constabulary is now ready to proceed with the training of the second group.
In implementing the Constabulary’s intent to grow the number of police personnel and building the capacity of the RPNGC, the Constabulary is committed to improving the recruitment process and ensuring that future recruitment drives are more inclusive, and competent candidate are recruited into the force. In particular, highlighting the plan to focus on gender equality in the upcoming recruitment efforts. Special consideration will be given to ensure that the Constabulary has a fair representation of women in the next recruitment drive.
The recruit drive for 2024 going into 2025 will commence in October, 2024. Those interested in joining the next recruitment are encouraged to prepare their documents and stay informed by regularly checking the RPNGC’s official website and local newspapers for recruitment announcements.
The Royal Papua New Guinea Constabulary (RPNGC) recently made history by sending its officer cadets on a three-week attachment program in Australia. This initiative, a first for the RPNGC, involved cadets working with the Queensland Police Service and participating in a Policing Leadership Program at the Australian Institute of Police Management in Sydney12. This program is part of a broader effort to enhance the skills and leadership capabilities of future police officers in Papua New Guinea1.

SWEARING-IN CEREMONY PROGRAMME FOR POLICE RECRUIT INTAKE 1/2023 conducted today at the National Centre of Excellence (NCoE), Bomana – Recruits Mess. Date: Wednesday 22 May, 2024.
This Friday, the 24th of May 2024, will mark the 1st Passing Out Parade of 217 Police Trainee Constables from the National Centre of Excellence (NCoE) – Bomana since it changed its name from “Bomana Police College”. The Commissioner of Police, Mr David Manning, will be the Parade Host whilst the Prime Minister, Honorable James Marape, will be the “Guest of Honor” and Parade “Review Reviewing Officer”. The venue will be at the National Centre of Excellence – Bomana Parade Ground and VIPs, Distinguished Guest will be present to witness this very important occasion. Once the new Trainee Constables pass out, they will be posted to various Police Stations within Papua New Guinea to continue their training as Probational Constables or PCs. This program is known CAP and it will last for 15 months until they sit for the CAP Exam. Those who pass will be confirmed as Full Constables.

Cadet Officers Team 3: Court Services COs taking a picture with the Magistrate Mr Albert Daniels and Prosecutor Sgt Chris Iga. After formally adjourning the court, the Magistrate requested that the COs remain in the court room for a meet and greet, and for the COs to ask any questions regarding his rulings and the court proceedings. He went to say a few words of encouragement and also stressed on how Police are to uphold the rule of law and why it’s important for us as future leaders of the police force to rebuild the trust that the society should have towards the police.

Welcome to the Bo509 police cadets, regular recruits selected for training

A total of 509 people have been selected to undergo police recruit and cadet training programs from the 13,039 shortlisted applicants for the 2023 recruitment, says Police Commissioner David Manning.
When addressing the first batch of 222 new cadets and police recruits at the Bomana Centre of Excellence yesterday ( Tuesday 8 August 2023), Commissioner Manning said the 509, which includes 443 regular recruits and 66 cadets, will be undergoing intensive training for nine (9) months and three (3) years respectively.
Mr Manning was accompanied by Deputy Commissioner Administration Joanne Clarkson, Deputy Commissioner Regional Operations Dr. Philip Mitna, and acting Deputy Commissioner Specialist Operations Donald Yamasombi.
The officer cadet training will commence in September, followed by the second batch of regular recruits in three (3) months.
Mr Manning congratulated the recruits and cadets for coming through a vigorous and lengthy recruitment process adding that, “This by no means is the end of your journey. Your nine (9) months of residential and practical sessions that you will undergo are very critical.
“Both your intellectual capacity and attitude will determine whether you are the right person in character and have all ethical values to wear this uniform.
“Being here does not guarantee you to graduate. We will not fail you. It is you though your commitment to training, and your desire to serve our country and our people will sail you through. I want to see you all 222 graduating in 9 months,” Commissioner Manning said.
He further thanked the Marape-Rosso government for focusing on the law-and-order sector and its steadfast commitment to rebuilding the police force and its manpower going forward.
“The police recruitment and training will commence every 12 months until we reach a ceiling of ten thousand,” Mr Manning said.
Deputy Commissioner Administration Joanne Clarkson also echoed that the Constabulary needs more policewomen and encouraged the 61 female recruits in both regular and cadet programs to take the training seriously and join the serving women in the force.
“Currently we have a gender imbalance in the Constabulary, and I want to encourage more women to join the force. The force needs females just as much as it needs men,” Ms Clarkson said.

Recruits
222 New Recruits have arrived and a currently undergoing their training. Six (6) Squads have been created – Squad 1 – 6. Batch 1 2023 has 222 recruits while Batch 2 2023 has 221 recruits. After Batch 1 finishes then Batch 2 will start their training.
Cadets
66 Cadets are currently undergoing their training at Bomana National Center of Excellence (NCoE) which started in September 23rd, 2023 and is currently in progress. Two years will be spent training in PNG and then the final year in Australia. 2023 – 2025

More Recruitment is underway as the Government sees Law and Order as the top priority to address the current Law & Order issues. More Police Personnels are required to boost the current manpower strength of around 6000 + regular Police Personnel upwards.

Training Rooms
The National Centre of Excellence – NCoE recently had in place 8 new classrooms built to accommodate 8 squads. 4 classrooms above and 4 below with Air Conditioning installed and network port for internet service. Currently 6 Sqds have been formed for training in 2023 Batch 1 intake of 221 Recruits
Zoom Technology
Conferencing tools such as Zoom can be used to train all 8 classes in a single instructional class. This means that an instructor or a senior commandant can address all 6 current squads in one session as all classrooms have interactive screens and each class can interact with a presenter.
